First open period in MRC

Our client is in version 11.5.10 and we are in rollout project.

He used Reporting SOB in USD and we have done the setup accordingly.

In primary SOB the first GL period is JAN-13.

Which book should be opened first, primary SOB or reporting SOB?

One metalink note says, first open period in reporting set of books should be never opened period or future - entry period in primary SOB

If first GL period is JAN-13 in primary SOB, should first period in reporting SOB be DEC-2012 or JAN-2013.

Please guide me the sequence of opening the periods and what should be the first open period in primary and reporting SOB in this scenario.
