Row Security for Supplemental data base

 hello ,
We are using supplemental data base ( type = Specification ) which gets stored in F1215 and F1216.

We have changed DD property of alias PGNM to define row security and then applied row security for particular page no (PGNM)  to restrict user from entering data in P1216 for a particular value in field PGNM.

Even after defining Row security , system is allowing to enter data in P1216. 

Looking for solution to resolve the issue
