terminating the instance due to error 119

 Oracle 11gR2 on Windows 2008 Server. Support said the customer installed some windows patches. Now when the serve reboots, the Alert.log says 

      USER (ospid: 1780): terminating the instance due to error 119Instance terminated by USER, pid = 1780
The database is not open at this point. Manually, we have to login and run startup on the instance. 
It works fine after that. 

Any ideas as to the cause of the error 119 and what it means ?
