Production OSM 7.N.N database instance DEFERRED_SEGMENT_CREATION setting

DEFERRED_SEGMENT_CREATION should be to false for OSM 7.N production environment.
Setting this to true will make OSM Server encounter un-expected error due to Oracle DB bug
