A:  You can eliminate the L-tax series libraries (VAPAY2LIB4, VBPAY2LIB4) immediately upon the completion of your Q-tax series/A9.3 installation.  You will need to keep the VGEOLIB library on the library list if you are using GEOCODER until further notice (Per documentation 1446735.1).   You will need to add Vertex programs library VERQFPT to your library list but not the ‘Collection’ Database Library (e.g VERCOLL) since it is already placed on to your Payroll Company Constant of company 00000 (P069091) under the field name Vertex Database Library (VDBL).
