RPAC Error on Linux

Hi All -
I'm attempting to run some automated tests using the rpac utility and I'm getting the following an error message in version 13.3.1.1 and 13.4.0.1 regarding missing libraries:

$> rpac
rpac: error while loading shared libraries: libRpasTestUtility.so: cannot open shared object file: No such file or directory

I checked the patch files that I downloaded from My Oracle Support and found that the library above did not exist for AIX, Sun, HP or Linux.  It only was available for Windows (RpasTestUtility.dll and RpasTestUtility.lib).  Is this intentional; should the library be downloaded separately or simply an oversight in packaging?  Was this meant only to be used on Windows based systems?  Any help is appreciated.
