DBControl web page will not display

I have just added a new Oracle Home.  It is patched up to version 10.2.0.5.  I have an existing 10.2.0.2 ORACLE_HOME.

I am able to run dbconsole from the 10.2.0.2 ORACLE_HOME without issue.

I configured dbcontrol for a new database in the 10.2.0.5 ORACLE_HOME and it originally worked last week although the web browser complained about the certificate.  Today all I get for that URL is

Internet Explorer cannot display the webpage

I have reconfigured it several times and even changed the port and it does not work.

Can you help with this, please?
