Alert on restting user password

Hi,
I have a requirement were whenever i reset a user password, i need to alert the user on this change through an email.

How can i go about this? I was thinking about using an on update alert on FND_USER table whenever status changes from INVALID to something else.

Is this correct?  Please advice me.
