When Opening SCHEDULER WORKBENCH StartUp Hangs at 72%

Hi,
We saw this issue in our 11.5.10 a few months back. Oracle has suggested may patches which hasn't yet resolved the issue. Finally, they have asked to go for major patches like below and more:
Oracle Applications patch 10 (11.5.10) plus Maintenance Pack 11.5.10 CU2 or later
- Oracle Applications Technology 11i.ATG_PF.H Rollup 6 (RUP 6) (patch 5903765) or later.
Oracle Developer 6i patchset 19 (6.0.8.28.x) (Note 125767.1). - MLR Patch 8888184

Due to some reasons we aren't in a position to do this now.

Any tips/suggestions/advices from our experts apart from the above technical solutions?

Only thing I remember we did is (since when this 'could' have happened is) , we disabled many assets and added new ones with many PMs.
