How to set-up a taxes inclusive of another tax (how to set precedence rule )

 Hi Friends
I have a requirement where I need to create a tax structure  as below in E Biz Taxation, pls do revert where I can set precedence rule or any other set-up in E-Biz Tax


Base Amount  =   100

Turtel  Tax 3% on 100 =3

VAT 19% on (100+3)=19.57

Total Tax will be 22.57
