How to handle partially received Standard PO when deliver-to location is no longer valid?

Do you know how to fix this issue with end dated deliver-to location on a Standard PO. Last month we closed one of our offices in New Jersey and moved to a new location. Oracle HR end dated the old location and created a new location for the new office. We have some standard PO that have old location as deliver-to location and have partially received lines. Now the problem is that our Requisition requestors can't receive against the end-dated location, and it won't allow us to change the old location to a new one on those PO. We are
