Tracking QC processing without Inventory Integration.

We are looking for a way to track our material QC schedules and processing without interfacing with Inventory.  We QC our products after completion of the subcomponents into inventory, however the kitted product is only created at the time of sales order placement (line type w).  We are looking for a way to schedule and maintain the QC processing, perhaps in the work order system, without doing an actual completion to inventory.  Any recommendations?  I was thinking we could create a work order type specific to QC processing and generate only the work order header but I cannot find a way
