Patch 12419228 for Linux failing with [ No file found. ] errors

Hi,
In the process of migrating Oracle E-Business R12 from Solaris to Linux.
Patch 12419228 exists in the source environment, which is Solaris.
As part of leveling up the tech-stack on Linux so that it is at the same level as Solaris, I am applying patch 12419228 to Linux (x86_x64).

The patch is failing with the following errors:

Please shut down Oracle instances running out of this ORACLE_HOME
(Oracle Home = /u267/apps/n21stl/apps/tech_st/10.1.3)
Is this system ready for updating?
