Unable to Download the Latest Patches Reported by patchsets.sh

Hi Team,
We ran patchsets.sh utility and got patches comparison list having info on current running patch set level and latest patch set level. But we see that none of patch numbers mentioned in the report are accessible from metalink. For ex: PO product.
PO's current patchset is R12.PO.B.3 and report shows latest available patchset as R12.PO.C but we coullid not get patch detail for R12.PO.C from metalink. Please calrify on this.

Attached is the report output in excel format for your reference.

Support Research - Customer indicates they are 12.1.3.
PO.B.3 is included with 12.1.3
