ORA-02291 error during workspace import from APEX 4.2

I receive the following error during import of a workspace from another 4.2 instance:

ORA-02291: integrity constraint (APEX_040200.WWV_FLOW_FND_USER_GRPS_FK) violated - parent key not found

This is the same error referenced by Patch 14777994, but in my case I exported from APEX 4.2.0.00.27 (not 4.0 or 4.1.1 as mentioned in the patch). Can anyone confirm that the patch will also fix my error?
