Form Fields in RTF File Incorrect?

I'm adding form fields to a .rft file and I've run into a strange issue.  I want to display a tax number based on the the State that is in the middle of the Ship To Address.  The data would be like "Madison, FL  37777".  So I first have to pull the state out of this field and then there are five States that we would need to check for.  So I have five fields listed side by side.  The idea is that only one will match the state and display the needed tax exempt number.    Here's what is in the fields.
