Table of contents does not work when using @section in groups

When using a report that creates a new section on each group value using the @section command there is a problem in that the Table of Contents does not generate properly.  The result is that the table of content gets created but there are no page numbers and the hyper-links will not navigate to the right spot in the report.

Any ideas to work-around this issue would be appreciated.

Sample template and data attached (need to rename InvoiceListing.txt to InvoiceListing.xml).
