Has anyone installed Siebel 8.1.1.3 Tools and Developer Client on a Windows 7 machine that has 32bit

We are trying to install Siebel SEA 8.1.1.3 on Windows 7 64bit. The laptop has IE32bit. During the install, it says: "You will not be able to connect to Microsoft SQL. Please ensure that SNAC is installed". The machine already has SQL Server Native Client installed.
