How do I run the SQL Advisor without Enterprise Manager and for a specific SQL_ID ?

How do I run the SQL Advisor using sqlplus?

Let me explain. I cannot use Enterprise Manager console because the system administrator doesn’t allow to keep the port open.

I ran the ADDM Report using TOAD and I found “      Ejecute el Asesor de Ajustes SQL en la sentencia SELECT con SQL_ID "by3trvsknawq8"  I translate this in “Use SQL Advisor using SQL_ID "by3trvsknawq8" ……. How can I use the SQL Advisor specifically for this SQL_ID?
