Executable INCTM and INVLIBR is failed to be relinked. The error message is "Unsatisfied symbols"

Hi Experts:

I have a customer on EBS version 11.5.5

Their INV Remote Procedure Manager cannot start up with Actual process 0 and Target process 1

Then they tried to relink executable INCTM and INVLIBR but they failed.
