Issues in Applying patch 10426519 for Japanese, Korean, etc, getting error "FAILED: file afcalprf.ld

Issue: While applying patch 104426519 Korean patch getting error:

FAILED: file afcalprf.ldt 


Cause: 

Uploading from the data file /apps/PATD1/apps/apps_st/appl/fnd/12.0.0/patch/115/import/KO/afcalprf.ldt
Altering database NLS_LANGUAGE environment to KOREAN
A database error occurred:
  ORA-20001: Oracle error -20001: ORA-20001: Oracle error -12705: ORA-12705: Cannot access NLS data files or invalid environment specified
 has been detected in fnd_global.set_nls.set_parameter('NLS_LANGUAGE','KOREAN').
 has been detected in fnd_global.set_nls.
