Import Price Catalog updating finally closed PO/lines

Hi

when we run "Import Price Catalog" program, It is updating / adding new shipment lines for Finally closed PO lines.

Could someone help me on this issue..why it is adding/adding new lines for finally close po lines? is it oracle intended functionality?
