R12 ECO Module BOM change error - Form Name : ENGFDECN

When doing an ECO for updating a qty of an item on a bill of material I get an error "The effectivity dates you have entered are overlapping with the existing dates for the component xxxxxx on the bill for revised item xxxxxx.” Has anyone seen this issue? Is there a fix?
