How to add a new field on the Additional Information Section (Long text Fields section) for Service

I'm trying to add a new text(long) field to the additional information section in a service request layout and it's not letting me. Is there a way to do this?... If you see the screen shot attached.... I basically want to add the Effectiveness Review field in the Long text Fields section... Thansk for your help in advance!
