revenue budget and funding link

Hi,

According to documentation, we have to create an agreement and a funding to be able to baseline a revenue budget.
Is there any profile option or functionality which would allow to deactivate this link? We would like to use revenue budget only but no agreement/funding.
In that case, would it be possible to generate a revenue and send it to GL ?
