Unviewable DFF on Ledger set up screens

I need to populate ATTRUBUTE1 of the General Ledger Set of Books DFF in my instance.  The 1 field for the Global Data Element is displayed and enabled but I cannot see hwere to populate it.  It is set for an older Ledger (I see it set in the tables) but cannot see it in the HTML screen.  When I set up a new Ledger I cannot even see the DFF to populate. Where is this DFF?  Thx
