Defining a menu for Report Manager

Hi,

I have defined a menu in sys admin for Report Manager by adding the necessary functions and added as a submenu to the GL responsility menu I wish it to show in.  When navigating I see Report Manager and the functions listed but when i click any function for example Financial Report Submission, i receive an error:  The Financial Report Submission function is not available under the FSG Report Writer responsibility
