AME for Work order completion

Dear all,

I am having an issue with notifications regarding work order completion.  I had setup the rules and after clicking on work order completion I can see the approver group being notified but they are not getting the notification. the same people are getting notification when I had defined rules for work order release. I had enabled the business event in ERES. 
I am attaching the screen shot where it shows users are being notified but no notification was actually generated.
