9239090 Patch errored while applying patch 9239090 ESA

Hi All,,
While re-applying 9293990. One worker failed with below error:
Target file: FADTXS.xlf
[031313_104338815][][EXCEPTION] java.io.UTFDataFormatException: Invalid UTF8 encoding.
..
Exception while parsing base template.

This error is similar to metalink note: Doc 880149.1 (Patch 6678700 Fails With Xliffloader Error On R12 Vision) . I followed the same solution and restarted the failed worker but still giving same error.
I've done below:
1. adjava -ms128m -mx256m -nojit oracle.apps.xdo.oa.util.XDOLoader UPLOAD -DB_USERNAME apps -DB_PASSWORD *** -JDBC_CONNECTION "(DESCRIPTION=(ADDRESS_LIST=(LOAD_BALANCE=YES)(FAILOVER=YES)(ADDRESS=(PROTOCOL =tcp)(HOST=nj4-ebs-dorc02.utg.uvn.net)(PORT=***)))(CONNECT_DATA=(SID=UVNT2EBS)))" -LOB_TYPE DATA_TEMPLATE -APPS_SHORT_NAME OFA -LOB_CODE FADTXD -LANGUAGE 00 -XDO_FILE_TYPE XML-DATA-TEMPLATE -FILE_NAME $FA_TOP/patch/115/publisher/defs/FADTXS.xml
