patch 6678700 fails running "../apps_st/appl/inv/12.0.0/patch/115/sql/inviuic1.sql"

Problem Description
---------------------------------------------------
when upgrading from 11.5.10.2 to R12, and while applying patch 6678700. it fails with:

sqlplus -s APPS/***** @/u01/DEV4/apps/apps/apps_st/appl/inv/12.0.0/patch/115/sql/inviuic1.sql &batchsize &un_apps &pw_apps

DECLARE

ERROR at line 1:
ORA-20001: Error in update of default category id ORA-01422: exact fetch
returns more than requested number of rows
ORA-06512: at line 118
