Patch 9151516: 9151516:R12.ECX.B - Causes Error "adogjf() Unable to copy Registry.Dat".

Hi,
After EBS upgrade, upgraded RDBMS from 11gR1 to 11gR2 and a fresh install of 12.1.1 that was upgraded to 12.1.3, post-upgrade ECX patch 9151516 fails with "This patch fails with the error "adogjf() Unable to copy Registry.Dat"".
