Does EBTax need to be installed if using a Third Party Tax Vendor

We are using a Third Party Tax Vendor to calculate our tax for Accounts Payable and Accounts Receivable.  In order to link the Third Party Tool to Oracle we needed to set up the basic steps in EBtax.  We were able to do this but noticed when we ran an RDA that EBTax is not installed. Should we be installing the module?
