Does Payments module need to be installed in R12.1.3 with Accounts Payable to create payments?

We recently upgraded to R12.1.3 from 11.5.10.2.  We did not own iPayments when we were on 11i.  Now that we have upgraded to R12.1.3 do we need to install the Payments module since all the payment data has been moved to this module?  We have had several issues with Accounts Payable and Oracle support has requested that we apply patches which include patches for Payments but we do not have Payments installed.  We do all of our Payments thru the Accounts Payable module not Payments.
