Interfaced Monthly Forecast Not Spreading

 ASCP Forecast Spreading not working.  Please see detail problem, attempts and expected results below.  Are my expected results correct?  Please provide some direction. Thanks

 ASCP Release:  12.1.3.7

 Attempt 1:

-          We are loading the forecast designator (bucket type = 3 - Monthly) and forecast demand files (bucket type = 2 - Weekly) files using legacy loads. 

-           Legacy forecast is monthly with the forecast date the first Monday of the month

-          Plan Option Screen (Aggregation) Settings

Daily = 60,  Weekly = 20, Period =  5

Results:   Feb:  Did not spread

                        Mar: Only spread the first week of the month

                     Apr :  Only spread the first week of the month

                      May – Dec: did not spread
