Issue with Budgetary Control Screen Results

In R12, Budgetary Control Screen Results, even if you select warnings then click on view report it gives list of failures. Happens other way too, ie select failures then click on view report it gives list of failures & warnings. See attached and let me know if there are any suggestions.
