Passed parameter (x) with quantiy not equal to 1 Passed object is associated with non-serialize

We are seeing this error in the IB open transaction.  When we check the configuration in IB, it doesn't create the assembly/component that are set to a quantity of greater than 1 and that have sub-components.

For example: we sell a bike that contains 4 wheels and the wheels have different components that take to manufacture that wheel.

The BOM is structured where there are wheels are defined as a quantity of 4 with subcomponents  could be different quantities. How can we get this to work where it's published correctly in IB
