Territory Manager

My customer is asking the following about Territory Manager:

We would like the ability to assign account managers based on customer account, site, or item category (or segment withing item category) either as a combination of this information or one of these pieces of information. For example, we have account managers assigned by customer site. However, we may want that overridden at the sales order line level at the time of entry based on the item category or the manufacturer segment within the item category. Would Territory Manager perform that function?

I know some of this can be done with Territory Manager, but I am not sure this could be accomplished by item category or as a combination of the information.
