How to undo menu exclusion?

Our version of ebs is 12.1.3.

We have created a custom payable super user responsibility. We have previously excluded the setup menu from this responsibility. Now the SME decided that they do want the setup menu. I tried to undo the menu exclusion from system admin -> responsibility ->define. But somehow, it does not save. I don't why. How do you undo a previously excluded menu? Please advise. Thank you very much.
