EEX 9.1 - EX_EMPNOTIFY Was Successful But No Emails Went Out

Thanks in advance.

We ran EX_EMPNOTIFY for employee payments and over due advances.  There were payments made, Update Paid Statuses has run successfully, the employees have valid email addresses.  Any suggestion as to why no emails went out?  As an FYI, notifications for approvals and escalations are going out fine; it's just the EX_EMPNOTIFY emails that are not.
