Need Help on SQL Tuning on particular sql from Datawarehouse DB

 Hi All,
We have numerous performance issue going through in datawarehousing envrionment and we observed that following SQL statement takes long time
This SQL statement is running as part of one of informatica workflow which shows the throughput very low. Whenever we run the stats against the table involved this query, the throughput increases
So, Dev team believes that its purely a stats issue and they request to run stats on all performance issues.
However, i believe there is also sql tuning required besides stats needs to be run .

Please share your precious thoughts/experience on tuning this query with all possible recommendations:
