what the default of subinventory that choosen when 'transact move order' if not making reservation

Hi All,

I have a sales order that processed to delivery. I did not make a reservation before. Location of item delivered in the subinventory  'finishgood', 'sample', and 'claim'. Why 'transact move order' take on hand in subinventory 'sample'? Is that random or there is a rule specific?
