Budget Control in EBS 12

Dear Oracle Guru's,
My company wants to activate budget control in EBS 12.1.3. Is there anyone here that already apply budget control? what is the do's and dont's?

Can we control the budget for each cost center that we have?
What if, for each cost center have different budget rules? For example:

cost center 0090 is advisory
cost center 1610 is absolutely
can this setting work?
