Setups for autocreation of PO/ Release via workflow

Hi,

Kindly tell me the required setups for Autocreation of Blanket Release/ PO.

For Blanket Release I have Made all setups in supply base and than running report create Releases but no release in created. Kindly tell me the valid setups for it
