Siebel 8.1.1.9 Mandatory QF (as in ID 1515339.1) - .sif files are failing to load (*Non Unicode DB n

Hi

I am trying to upgrade from SEA8.1.1.4 to SIA8.1.1.9

So

Build 8.1.1.0 Image (as Tools and Client have to be installed and patched)

Build 8.1.1.0+8.1.1.9 Image for server components

Generally 8.1.1.9 installing ok using these images

(*I am installing then patching with QFs - so have 8.1.1.9+QF Tools.Client,Gateway etc now trying to imports sifs to DB (*** OLD original SEA 8.1.1.4 server db)

The .sif imports are failing with SQL errors when I run import.bat (*new 8.1.1.9 Tools to old sea DB). (*Also fail when I try direct using 8.1.1.9 Tools to old SEA8.1.1.4 db via Siebel 8.1.1.9 Tools, however if I try to manually load a .sif into the new SampleDB I have that works)
