Tax Rate is not properly firing in Order Management

Hi All,

I have a requirement where in i have done new tax setup under CA PST regime for Canada. After creating new tax rules its working in AR  but when coming to Order Management while creating a SO one tax rate is getting fired for another tax rate its taking zero,ideally it should pick up 7%. Plz find the attached screen shot,debug log file
