Cluster service fails to startup due /zones directory is not empty

Hi,

   There is 2 node cluster runing Oracle Cluster 3.3 with Zone Cluster configured.I am not to get the Zone Cluster to be running due to cluster services not startup.Not sure why it compains /zones directoy is not empty.
