New Org is not showing up in Project Expenditure Org dropdown

We are testing and enabling an existing Org as an EAM org.  We have also done setup in Projects module.  Yet, when we try to setup Departments in EAM, the Project Expenditure Org drop down does not have our newly enabled Org. 

What step(s) have we missed?
