Auto Updates in Offline Mode not Working for EM 11g

The EM 11g installer provides for updating for prerequisites checks additions and product patches shortly after the initiation of the installer.This capability is intended for online installer sessions and offline installation through preliminary download of the updates for presentation to the installer.
This functionality was working for offline installations as of a month ago, but is currently not effective.

This bug report has been filed to address this issue:

Bug 16499129 - OFFLINE AUTO UPDATES FAIL IN ENTERPRISE MANAGER GRID CONTROL 11.1.0.1 INSTALLER

Auto Updates are recommended for all installations, so be aware that this is not currently possible in 11.1.0.1 in offline mode.
