Behavior of User-level formatting between “Exceptions” and “Application”

Using Version: 13.2.3.37

Whenever a format is saved via Format -> Application (e.g. a background color, then Save format -> User), this impacts all of the users regardless if the user is a normal one or admin.  The behavior differs when you go to Format -> Exceptions.  This specific format selection (e.g. a change in the text color or font given a measure range, then Save format -> User) will only affect the user who was logged in at that point.

 

Is this an expected behavior?
