R12.1.3 - PCA Contracts - Purchase Order with Terms Layout Template

I think I'm missing something here.  I've created an xml template for Standard Purchase Orders, Blanket Agreements, Releases and I thought Terms and Conditions.  I updated the Document Types to use my templates but when I query and View Document a purchase order that does have terms it uses the seeded xml template for the PO and the Terms.  Where else would this be setup?
